Written in a very powerful, distinctive voice, this book covers the basics and has an excellent section on integrating the horoscope.

The Only Way series
by Marion D. March & Joan McEvers
Somewhat dry, but very complete and introduction to all the basics in astrology, except that it does not include Chiron. Good for series student of astrology.

Chart Interpretation Handbook:Guidelines for Understanding the Essentials of the Birth Chart
 by Stephan Arroyo
A non cookbook approach to learning astrological principle, a little harder to read than the other books, but well worth the effort. Very insightful and accurate. Also good for more advanced students.

Excellent introduction to synthesizing charts - in other words, putting the elements together in a meaningful whole.
